Windows 10 has Shift+Win+S shortcut for creating a quick screenshot.
There is lightweight program Lightshot which is bind itself to PrtScr key and provides tools to add arrows and text to screenshot conveniently.

You can recognise text by:
$ gocr $OUT.pnm
