3rd edition is a free download in .chm format, but Microsoft make it no longer available.

Instead of translating in different branches (as trunk and stable) it make PO file with uniquer messages from those branches. So you have one PO file and scripts allow pull uniquer messanges and merge translation back to corresponding branches.
